Watertown Community Foundation Welcomes New Board Members

July 24, 2026 -- The Watertown Community Foundation welcomes four new board members to the Board of Directors over the last year: Rachel Kaprielian, Christina Murphy, Dwayne Parmley and Erin Webb.  The Watertown Community Foundation relies on the Board of Directors to provide strategic leadership and guidance for its grant making efforts, oversight and stewardship of the Foundation’s financial resources, and bring valuable insight, expertise and community connection to identify and address opportunities and challenges in Watertown.

Rachel Kaprielian serves as President and CEO of Triangle, Inc., a leading human services nonprofit dedicated to empowering people with disabilities to live, work, and thrive in their communities. She brings decades of leadership spanning government, public policy, human services, workforce development, and corporate affairs. Rachel began her public service as a Watertown Councilor at-Large before being elected to six terms in the Massachusetts House of Representatives, representing Watertown and Cambridge. She later served for six years as Registrar of the Massachusetts Registry of Motor Vehicles, leading one of the Commonwealth's largest public-facing agencies.  As Cabinet Secretary of Labor and Workforce Development under Governor Deval Patrick, she led statewide workforce initiatives to expand access to employment and create pathways to in-demand careers. While Regional Director for the U.S. Department of Health and Human Services, she oversaw federal health and human services programs across the six New England states and worked to improve regional quality, access, and collaboration. Prior to Triangle, Inc, Rachel served as Director of Government Relations and Public Policy for McDonald's Corporation. Rachel and her husband, Paul, are the proud parents of two adult children.

Christina Murphy is Director of Communications at C4 Innovations. She has more than 20 years of experience directing and implementing mission-based communications, public education, policy, and advocacy strategies at the national, regional, state, and local levels. She has also managed community initiatives, organized coalitions to end homelessness and hunger for children and families, and worked in the Massachusetts Senate and U.S. Senate. She has a Master of Management with a focus in Child, Youth, and Family Policy from the Heller School for Social Policy and Management at Brandeis University and a Bachelor of Arts degree in Sociology and Child Development from Tufts University. Christina has lived in Watertown since 2008 and has two children attending Watertown Public Schools (WPS). She is active in the PTO, Site Council, and Communications Committee for WPS. 

Dwayne Parmley is a Senior Portfolio Manager at Arbella Insurance Group where he invests the assets for both the insurance company and the Arbella Insurance Foundation.  He also serves as the Chair of the Investment Committee for the Property and Casualty Initiative which provides funding for projects aimed at enhancing the well-being of Massachusetts residents. Additionally, he is the Treasurer of BSA Troop 30 in Watertown. Dwayne earned his BBA from the University of Massachusetts, Amherst and his MBA from Bentley University. He is a CFA charter holder. Dwayne and his wife have been residents of Watertown for over 20 years, where all 4 of their children have either graduated from or are currently attending the Watertown Public Schools.   

Erin Webb is a skilled fundraiser with over 15 years of mission driven advancement experience in education, museums, and cultural institutions. She is the Director of Annual Giving and Engagement at the Harvard School of Dental Medicine and serves on the Watertown Public Arts and Culture Committee. Previously, she was a member of the Watertown Cultural District Planning Committee and served on the board of the Mosesian Center for the Arts. Erin earned her Bachelor of Arts degree in Art History from UMass Amherst, Master of Arts in Art History from the University of Connecticut, and Master of Liberal Arts in Management from Harvard Extension School. Erin grew up in northern Connecticut and moved to the area in 2010.
